“Why should governments prioritize infrastructure rebuilding after war?”

Infrastructure is often in ruins once an invasive war is over. Since people’s livelihoods depend on having safe and adequate infrastructure, it would only make sense to prioritize rebuilding it. This can come in the form of budget-balancing toward infrastructure to seeking international finance in support of it.
