“Why can a low tax policy become a barrier to resilience capacity build-up?”
One of the greatest drivers of resilience buildup is government intervention, whether it be by municipalities constructing a natural flood barrier or a federal mandate to strengthen the national grid. However, if a low tax policy is enacted, then little revenue will be generated to fund these projects, leaving resilience capacity underdeveloped. This can be especially dangerous with the onset of an extreme climatic disaster like the 2021 Texas Winter Storm. This is Why a Low Tax Policy Can Be a Resilience Barrier.
