One of the greatest drivers of resilience buildup is government intervention, whether it be by municipalities constructing a natural flood barrier or a federal mandate to strengthen the national grid. However, if a low tax policy is enacted, then little revenue will be generated to fund these projects, leaving resilience capacity underdeveloped.
