Climate change is going to affect different parts of regions in different ways. Take for example the Boston Metropolitan Area. While the city itself and adjacent areas are heavily vulnerable to sea level rise, the western areas are safely inland. This means that people may be able to migrate within the region, and if local governments can coordinate it together it will go much smoother. Examples include designating housing allocation, resilient infrastructure project funding discussions, and internalizing partner cities.
