“Why may governments need to look into emergency heat retrofits to look after its citizens?”

Heat retrofits typically happen in a long drawn-out manner. However, sometimes sudden heat waves can become so dire that they threaten lives unless infrastructure immediately changes. This may call for Emergency Heat Retrofits to occur, such as painting houses white to reflect sunlight or putting tin foil around bridges to make sure they won’t overheat and deform.
