The Cold War of the 20th century ended before the rise of modern computer networks. Many people believe that the internet makes such a world-defining paradigm impossible as anyone can communicate with anyone decentralized. However, nations can entirely blocklist and lockout the internet of other countries, thereby creating a communications barrier. This is how a Digital Cold War can come up and spread.
