Climate finance governs which projects receive funding for research and implementation. However, a lot of the powers that control it comes from communities that enjoy structural power over others. The solutions that these people think of will largely come from the viewpoints and context of how they were brought up and may not have the best impact given the people most affected by climate change do not fit into this bubble.
